Customs Regimes and Procedures Directorate
- takes part in the development of the customs policy in the field of the customs regimes and customs-approved treatment or use, taxes at import of goods and import and export of levas, foreign currency in cash, precious metals and gems, called further "customs regimes and procedures";
- elaborates or takes part with its representatives in the elaboration of drafts of normative acts related to the customs regimes and procedures;
- manages methodologically and supports the customs offices in the field of the customs regimes and procedures;
- prepares opinions on drafts of normative acts, prepared by other agencies, concerning the customs regimes and procedures;
- gives information in respect to the application of customs legislation within the directorate's competences;
- prepares drafts of decisions for the implementation of the customs regulations, related to the customs regimes and procedures;
- maintains, where necessary, database related to the directorate's competences;
- takes part within its competence in the preparation of the position of the Republic of Bulgaria with the negotiations with the European Union and in the review of the legislation, in Chapter "Customs Union";
- participates in carrying out of workshops, discussions, negotiations, etc. on issues related to the directorate's competences;
- administers activities e.g. :
- comprehensive guarantees in transit in the territory of the country;
- authorizations for customs agents;
- authorizations for certain customs warehouses;
- authorizations for approved transporters under TIR Convention;
- guarantee waivers for the customs procedures with economic impact;
- other;
- coordinates, monitors and exercises surveillance on the activity of the customs offices in the application of the normative and administrative acts, related to the directorate's competences;
- participates in the work of committees, sessions, work groups and other similar fora, carried out within the frames of the UN Economic Commission for Europe (WP 30), the World Customs Organization, the European Commission, the Common Transit Convention and other international events according to the directorate's competences;
- renders collaboration in the activity of qualification of customs officers and trade operators.
